From the Field: A Disconnect You Can’t Reach and a Relief Valve With No Relief

It was supposed to be a routine pre-Certificate of Occupancy walk-through with a customer — a final check before the jurisdictional inspector arrived. But the moment we stepped into the garage and rounded the corner to that open alcove, I knew this wasn’t going to be quick.

There it sat: an electric water heater on a stand, crammed into an open alcove with unfinished drywall, paint cans stacked nearby, and an electrical disconnect mounted so high on the wall you’d have to stand on one of those paint cans the painter left to reach it. The relief valve discharge pipe? Ran straight through the wall to the exterior — no air gap, bypassing the pan that sat underneath doing nothing, just PVC pipe disappearing into the drywall.

Truth is, I knew this was going to be a problem before the drywall ever went up. When I did the framing inspection on this garage, I looked at that alcove and thought, What’s going here? I had a feeling then. And here we are.

I thought to myself: This is going to be a long list.

And it was. But every item on that list was preventable. Every single one.

Let’s break down what we found — and what the code actually requires — because these are the kinds of violations that show up on every ICC exam and, more importantly, in real homes across the Lowcountry.

The Electrical Issues

1. The Disconnect Was Too High

The electrical disconnect for the water heater was mounted at approximately 7 1/2 feet (90 inches) from the garage floor.

What the code says:

NEC 404.8(A) (adopted by the 2021 IRC through reference in Chapter 34) requires that switches and circuit breakers shall not be located more than 2.0 meters (6 feet 7 inches) above the floor or working platform.

6 feet 7 inches = 79 inches. That disconnect was sitting at 90 inches — a full 11 inches above the maximum allowed height.

Why it matters: An emergency disconnect you can’t reach in an emergency isn’t a disconnect. It’s a decoration. If that water heater trips or someone needs to kill power fast, they shouldn’t need a ladder or a paint can.

2. The Working Space Was Not Met

The alcove was tight. Just a water heater crammed into a tiny space with almost no clearance in front of the electrical equipment.

What the code says:

NEC 110.26(A), reflected in 2021 IRC Section E3405.2, requires dedicated working space around electrical equipment:

  • Width: Not less than 30 inches (762 mm) — or the width of the equipment, whichever is greater
  • Depth: Not less than 36 inches (914 mm) in front of the equipment
  • Height: Not less than 6.5 feet (78 inches / 2.0 m)

This is the “30 x 36 x 78” rule that every inspector memorizes for the ICC exams — and for good reason. Without that clearance, you can’t safely access the equipment for maintenance, inspection, or emergency shutoff. A water heater crammed into a space that doesn’t give you room to work is a violation, plain and simple.

3. The Electrical Whip Wasn’t Secured

The flexible conduit (the “whip”) running from the disconnect to the water heater was loose and unsecured at both ends.

What the code says:

NEC 348.30(A) requires that flexible metal conduit (FMC) shall be securely fastened within 12 inches (305 mm) of each box, cabinet, conduit body, or other conduit termination. (For liquidtight flexible metal conduit, see NEC 350.30 — same 12-inch rule applies.)

The whip on this installation hung loose from the disconnect box to the unit with no securing within that 12-inch zone on either end. That means the connector at the disconnect or the water heater junction box could pull free under tension, exposing live conductors.

The Plumbing Issues

4. The T&P Relief Valve Discharge Pipe Had No Air Gap

This is the one that makes every inspector’s blood pressure rise.

The contractor had piped the temperature and pressure (T&P) relief valve discharge line directly from the water heater through PVC pipe to the exterior of the building. There was a pan under the water heater, but it was just there for looks — the T&P discharge pipe bypassed it entirely, running straight through the wall to the outside. No air gap. No connection to the pan. Just a straight run of PVC through the wall.

What the code says:

2021 IRC Section P2804.6.1 — Requirements for discharge pipe — states that the discharge pipe shall:

  1. Not be directly connected to the drainage system
  2. Discharge through an air gap located in the same room as the water heater
  3. Not be smaller than the relief valve opening
  4. Not have valves or tees installed in the discharge pipe
  5. Terminate not more than 6 inches (152 mm) and not less than two times the discharge pipe diameter above the floor or waste receptor flood level rim

The contractor violated items 1 and 2 outright. By running the pipe directly to the exterior with no air gap, there was no physical break between the discharge pipe and the drainage path — which means backflow contamination of the potable water supply becomes a real possibility.

What Is an Air Gap, and Why Does It Matter?

For new inspectors reading this — and for contractors who keep getting this wrong — let’s break it down:

An air gap is the unobstructed vertical distance through the free atmosphere between the outlet end of a waste pipe and the flood level rim of the receiving receptacle.

The flood level rim is simply the top edge of any receptacle — a pan, a floor drain, a sink — at which point water would begin to overflow.

Think of it this way: if the T&P valve discharges, that water needs to drop through open air before it enters any drain or pan. That physical gap of air is your backflow protection. It makes it physically impossible for contaminated water to siphon back up into the water heater and into the potable water supply.

The correct installation looks like this:

  1. The T&P valve discharge pipe exits the water heater
  2. It terminates above the flood level rim of a pan or drain receptor — maintaining an air gap of at least two times the pipe diameter
  3. The pan or drain receptor then carries the water to the exterior (or to an approved drainage point)

In this case, the pan was already sitting under the water heater. All the contractor had to do was pipe the T&P discharge into the pan with an air gap and let the pan drain to the exterior. Instead, the pan sat there doing nothing while the PVC pipe shot straight through the wall.

The Real Cost

Here’s what bothered me most about this walk-through: every one of these violations was preventable.

The contractor had to come back out. The electrician had to re-mount the disconnect, re-route and secure the whip, and clear the working space. The plumber had to re-do the T&P discharge piping with a proper air gap and pan. The drywall needed patching where the PVC exited the wall.

That’s rework. That’s schedule delays. That’s a customer who couldn’t get their Certificate of Occupancy on time. And it’s a reinspection fee from the jurisdiction on top of everything else.
